POP response to GLA Consultation: Towards a New London Plan

In our response to the GLA consultation on the next London Plan, Protect Our Places makes clear that London needs a plan for Londoners, not for developers.

The POP response to the GLA Consultation (‘Towards a New London Plan’), builds on our collective knowledge and lived experience, and makes a case that the next London Plan must (1) include greater attention to how racialisation and racism impacts and is experienced through the planning system and (2) prioritise addressing inequality first and foremost. What is the London Plan?

The London Plan is London’s primary strategic planning policy. It is produced by the Mayor and the GLA and sets out planning and development priorities for the city. All Local Plans must adhere to the guidance within it. What has happened so far?

While the London Plan is meant to promote a longer-term strategic vision for the city, the Mayor of London is legally obligated to produce an ‘up to date’ version every five years. The revision of the current (2021) version of the Plan began in 2023 with a call for evidence. This informed a ‘high level document’ — Towards a New London Plan — which was published in early May 2025. The attached POP response was submitted as part of the consultation on this high level document.

What is next?

The process is far from over. A draft London Plan consultation will take place in 2026, followed by an examination in public (EIP) in 2026 – 2027. Adoption of the Plan is on track to take place in 2027.
